The bill deals with these three main issues;

Curtail use of tobacco flavored products including menthol cigarettes which musk the smell of tobacco and may encourage youths/teens to begin tobacco usage.
Prohibiting the sale of tobacco products to anyone under the age of 21; when people begin tobacco use at earlier age, they are highly likely to become addicted.
