On May 27, 2019, the 86th Texas Legislature passed 1, 053 bills in its 140-day session that had over 7,000 bills filed that they had to go through. For the first time in legislative history, HB 2250, a bill to extend delegated Schedule II Controlled Substance authority to all Advanced Practice Registered Nurses (APRNs) and PAs, passed the House unanimously. The bill was spearheaded by Representative Donna Howard, District 48. Rep. Donna Howard is a native of Texas from Austin where she earned, a bachelor’s degree in nursing and a master’s degree in health education from the University of Texas. She worked as a critical care nurse at Brackenridge and Seton hospitals, and served as Austin’s first hospital-based Patient Education Coordinator. Donna is a past president of the Texas Nurses Association (District 5) and was a health education instructor at UT.
